Getting the wheels

The European Commission has published two handbooks offering local authorities advice on boosting the use of bicycles in the UK. The first document, 'Cycling: the way ahead for towns and cities', suggests making changes to the infrastructure of a town and adopting a pro-active campaigning stance. It lists the benefits of promoting cycling. These include a reduction in pollution, more effective use of highways, less congestion, easier access to pubic transport and less noise. The handbook lists a number of initiatives that could be used by local authorities to promote cycling. These include gathering information on local cyclists' associations and organisations that could help promote cycling and setting up meetings with such groups, improving the quality of road surfaces, installing brighter lights at junctions, changing the phasing of traffic lights, and installing cycle lanes. The report highlights good practice in different cities in Europe. The second report, the 'European greenways good practice guide', produced by the European Greenways Association, draws on experience in the construction of cycle-path networks in urban areas.
