Measuring the five dimensions
Birmingham University's School of Public Policy has created a quality assessment instrument (QAI) to help local authorities in the UK evaluate their parking regimes. The QAI considers both professional and public perspectives. It is made up of five 'dimensions' which examine the following: the strategy for parking management; implementation of the regime of parking enforcement; the enforcement work of parking attendants; customer service in parking enforcement; and the administration of parking enforcement. For each dimension there is a public survey (two questionnaires) and a peer challenge element, which involves talking with parking officials from another local authority. A measurement element allows the local authority to benchmark itself against others. The system was piloted by four local authorities: Manchester, Winchester, Hammersmith and Fulham, and Sunderland.
