Appealing thoughts
Research by the University of Birmingham on the role of the National Parking Adjudication Service (NPAS) is discussed. The research report suggested that renaming the service The Civil Traffic Tribunal for England and Wales would better communicate NPAS's judicial status and independence. The research looked at the perceptions of three main groups: appellants, local authorities and other motorists. The study showed that over half of drivers who did not appeal against penalty charge notices (PCNs) said that they had not heard of adjudication. The report advised NPAS to widen public awareness about independent adjudication on local authority parking enforcement decisions. Local authorities could also raise the profile of adjudication. The NPAS appeal form could be more 'eye-catching' and easier to fill in. NPAS should ensure that those who appeal by post share similar understanding to those who appear in person. The greatest challenge to NPAS is to ensure local authorities develop a greater understanding of its status as a tribunal. The research found that most motorists, even those whose appeals were refused, found the experience of taking their cases to the adjudicators more satisfactory than dealing with councils.
