Reinventing Workforce Capacity Building Strategies in ITS—Creating a New Dynamic for Continuous Learning
This paper addresses the new path being taken by the ITS Professional Capacity Building (PCB) Program to provide the transportation workforce with a dynamic response to ITS learning that is more virtual and decentralized. Since its inception, the ITS PCB Program has invested in training and in-classroom instruction, and worked closely with universities and colleges to develop and deliver in-depth, subject-specific courses. While these investments have provided the ITS PCB Program with an academic foundation that supports long-term workforce development, the fast-changing environment now demands a more �just-in-time� response to learning needs, to be accomplished by leveraging the synergies gained through �just-right� combinations of training, education, information, and technical assistance, and structuring initiatives that facilitate on-demand delivery of knowledge and problem-solving skills. Developing and introducing a web-based learning center will provide ITS learning materials with more on-the-job learning opportunities; other strategies include enhancing technical assistance through the Peer-to-Peer Program and establishing communities of practice and facilitating the decentralization of the Program�s learning materials. This paper describes the conceptual base for changes in the ITS PCB Program as well as specific elements of the redesign.
