Traffic monitoring procurement procedures

The goal of traffic monitoring is to improve traffic flow, safety, economy and environmental quality. Traffic monitoring information is collected using monitoring equipment and data collection systems on the road network. Finnra uses this information to produce public traffic information services, which are also called basic traffic management services. They consist of mass communication about traffic flow, traffic incidents and roadworks, mass communication about weather and driving conditions, and incident management. It is also possible to use the information to produce commercial traffic information services. This study analyzes traffic monitoring services and considers what would be the most efficient procedure for procuring traffic monitoring services from the standpoint of society. The study examined procurement alternatives concerning information services based on investment, equipment maintenance and traffic monitoring information. The main questions that are covered include: who owns the roadside technology and information systems, what would be the optimal regional division from the standpoint of procurement, and what would be the best procurement method from the standpoint of society? The study particularly took into account the development of public and commercial traffic information services. Procurement is a key function, but only one function in the chain of values of traffic monitoring services, whose basic processes are: construction and management of monitoring systems, production and distribution of raw data, and production and offering of internal, public and commercial services. The primary goal of this study is to analyze and optimize different procurement alternatives as broader operational alternatives from the viewpoint of the key functions and procedures of the chain of values and to make recommendations on the basis of the analysis. During the study a goal was set for traffic monitoring service procurement, according to which construction and maintenance of roadside technology, development of necessary information systems, collection, processing and maintenance of data, and production of public services would be subjected to competitive bidding as one large entity. To achieve this goal, procurement and production of traffic monitoring services need to comply with Finnra's procurement strategy. This means giving service procurement and production to private service providers by means of long-term service contracts. Procurements are ordered as sufficiently large service entities. According to the recommendations, traffic monitoring services will be gradually developed regionally by first selecting a working area such as Oulu, PKS, Tampere or Turku as a pilot site. In 2005 Finnra together with the municipalities and other clients in the working area will start up a traffic service development project on the basis of the principles of this study. The selected working area will be subjected to competitive bidding in 2006. After 2006 the principles and practices developed in the pilot site will also be applied to procurements in other city areas and trunk road sections. The markets will be prepared for the change by distributing information and through pilot projects to ensure that several potential traffic service providers can be found. Finnra will arrange negotiation and information meetings on the topic with other authorities and actors in this sector in 2005. Finnra will decide on traffic monitoring service procurement according to the principles of this study and will include implementation in its financial plans.
