Evaluation of the VALO Programme and recommendations for further research and development activities in logistics

The Ministry of Transport and Communications has carried out logistic development programmes since 1998, when the transport chain development programme KETJU was launched with Tekes - the National Technology Agency of Finland. This report deals with the real-time logistics of networks, the VALO Programme, which was launched in 2001 and is scheduled for completion in spring 2004. VALO represents the second generation of logistics development programmes. This report provides an evaluation of the success of the VALO Programme and gives recommendations for how to continue carrying out logistics development programmes. In the first part of the report, the targets, development areas, projects and realisation process of the VALO Programme are described. After that, the evaluation method is clarified and the evaluation of the success of the VALO Programme is presented. In order to benchmark the realisation of the VALO Programme and to find new ideas about how to carry out such programmes, four domestic and three foreign programmes have been analysed. Short descriptions about these programmes can be found after the evaluation part of the report. The last part of the report includes recommendations for how to conduct logistics development programmes and the evaluators' recommendations for how to develop and make the programme activities more effective.
