Post-assessment of the impact of road management projects

A Road Act proposal undergoing parliamentary proceedings in the spring of 2005 states that Finnra shall systematically monitor the realized effects of road projects. Project assessment guidelines clarified by the Ministry of Transport and Communications and Finnra during the past few years make systematic post-assessment possible. This report describes how post-assessment should be implemented. Examined internationally, post-assessment of projects and procedures has not been common practice in the transport sector. So far, two studies related to post-assessment have been conducted in Finland. The first compared the predicted and realized effects of transport projects, and the second outlined systematic project monitoring by means of a feedback system. This report examines practices in other countries and several follow-up studies conducted in Finland. Actual comprehensive post-assessments have not been made of any projects. The most important part of this work involves creating guidelines for post-assessment procedures and related operating methods. Post-assessment provides additional information about the effects of projects. These effects can be used to develop the methods employed in project assessments and the road planning process, focus resources more effectively and develop control of the effects of road management. The post-assessment procedure is divided into three phases: acceptance assessment, post-assessment and supplementary post-assessment. The emphasis in acceptance assessment is on technical-economical assessment of the project. At the same time, subsequent assessment phases are decided on. Post-assessment examines effects on traffic and accident rates, realization of profitability calculations, and other effects observed over the short term. Supplementary post-assessment additionally examines extensive social effects and the realized impact of the project. The scope of the procedure, its targets, starting points and special situations were examined to find aspects that could be taken into consideration in the development of project assessment guidelines. More specifically, conclusions drawn on the basis of post-assessments are utilized in the development of project assessments and related calculation and assessment methods. With the help of examples, this work produced comprehensive guidelines for the content, methods and documentation of the various phases of the post-assessment process. The goal was to create practical guidelines and operating methods for post-assessment of road projects. However, implementation requires extensive commitment throughout Finnra's organization.
