City has clear vision to cut traffic
Newcastle City Council, UK, has launched the city's first clear zone in order to keep non-essential traffic out of the core shopping area and to reduce air pollution. A 20 mph speed limit has been applied to all streets in the heart of the city centre. Unnecessary engine idling is banned at bus stops, bus stations and taxi ranks in the zone, with offenders fined fixed penalties under the Environment Act 1995. The clear zone is part of the council's air quality action plan for the city centre designed to ensure nitrogen dioxide levels meet national air quality standards. The whole of the inner distributor road now features no-car lanes in both directions. Bus operators will be allowed a discount on their departure fees for the new Eldon Square bus station for each bus complying with Euro 3 standards. Newcastle is a clear zone 'trailblazer' for the Department for Transport/Department for Trade and Industry clear zones.
