DfT grapples with developing set of indicators for traffic congestion

The UK Government is rethinking the way that road traffic congestion is measured. The Department for Transport (DfT) is expected to be developing measurable and meaningful congestion indicators. These will include measures of delay, severity and reliability of journey times. Congestion ratings will be developed for key trunk roads and motorways. Local Authorities will be required to produce congestion reduction targets as part of their second local transport plans. These will initially be based on the old method of congestion measurement: average delay per vehicle kilometre. Initially, the only authorities required to produce congestion performance indicators will be the largest urban areas (West Midlands, South Yorkshire, West Yorkshire, Merseyside, Greater Manchester, Tyneside, Bristol, Leicester and Nottingham). Oxfordshire County Council has been selected as one of the Government's shared priority pathfinder authorities to define what congestion is and how to measure it and to explore how intelligent transport systems can be tailored to manage congestion.
