The rebirth of toll: ETC makes its American comeback

Traffic congestion is an increasing problem in the USA and transportation funding is insufficient to fund the nation's growing transportation needs. Transportation costs are increasing due to the costs of environmental regulation, higher fuel efficiency standards, and the rising costs of repairing the ageing road system. Tolls and electronic toll collection (ETC) are an increasingly attractive solution. The introduction of the high occupancy toll lane concept in California and different fees at different times for tolled bridges and tunnels in New York City are described. The Northeast's E-Zpass system, California's FasTrack system and Florida's SUNPASS system are outlined. Regional differences in attitudes towards tolling are discussed.
