HMA Visions 2005 and Beyond: Construction and Contracting Practices

In the next decade, the three main issues for highway contracting practices will be: 1) building quality, long lasting pavements, 2) using methods with appropriate incentives to the contractor and protection to the owner, and 3) maintaining customer focus on the construction process. Most state Departments of Transportation (DOTs) rely on quality control/quality analysis (QC/QA) specifications for hot mix asphalt (HMA) end results that do not stipulate construction methods. Traditional "low bid contracting" does not typically reward quality or innovation; newer contracting methods, such as "A+B" and warranty contracting, include quality insurance within the contract. Newer projects focus on customer/user interaction during the project and after completion, as well as performing the operation in a relatively short period of time and not returning to the site shortly thereafter.
