LEARNING TO SHARE : DESPITE RECENT SNAGS, FREIGHT- AND PASSENGER-RAIL EXECS SAY THEY'RE TRYING HARDER TO CO-EXIST

As freight traffic has been increasing in the period between 2000 and 2004, there is a resulting increasing strain on rail capacity for rails that service both freight and commuter trains. This article details four or five case examples of capacity issues that are in various stages of development. One example is that of the rail struggles between the Maryland Rail Commuter (MARC) and CSX Transportation. Since the CSX-Conrail merger, traffic on the MARC Camden line which is operated by CSXT has increased, and this has resulted in a decrease in MARC’s on-time performance. Officials for both CSXT and MARC plan on coordinating more fully for construction projects in the fall of 2005 that are anticipated to slow times even further. The article also discusses the 72 miles of track purchased in 1989 by the South Florida Regional Transportation Board (SFRTA) and CSXT’s increased volume there. As the area’s population is set to grow by 50% by 2020, SFRTA officials are worried about track accessibility, although they hope for it to improve through doubling the number of tracks on that line. This article also discusses similar situations between the Southern California Regional Rail Authority (SCRRA), which operates Metrolink, and their shared track with Union Pacific, as well as efforts by Norfolk Southern (NS) and Burlington Northern Santa Fe (BNSF) in creating operating contracts with adjacent commuter railroads.
