Why is Driver Impairment Difficult to Assess?
The authors note that driver error and poor driver performance are often contributing, if not primary, causes of traffic accidents. Though this is well known, it seems to be difficult to determine the degree of driver impairment in most cases. Most driver impairment is influenced by both psychological and physiological factors. This paper covers what constitutes driver impairment, including inducing impairment, accident precursors, expert observation and categories of driving impairment. It describes the psychophysiological criteria needed to define impaired driving, and advocates using a multidimensional approach when assessing impaired drivers.
