National Policy Frameworks for Urban Transport: Public Perception of Urban Transport Performance and Policy. Survey Report for the EU-15

�National Policy Frameworks for Urban Transport” is a three year project (January 2003 to December 2005) which has been commissioned by the European Commission’s Transport and Energy Directorate General (DGTREN). Its aim is to collect information on urban transport policies at the national level in the 15 �old” European Union (EU) Member States and to assess the impact of those policies. The 10 new Member States are not covered in this project, as it was launched in January 2003, prior to their accession, and as they were not included in the project terms of reference. This assessment is both �objective” (statistical) and �subjective” (perception-based). The �objective” part involves the collation and analysis of data on a variety of urban transport indicators such as capital investment, modal split, passenger-km or transport costs. The �subjective” part of the study (with which this report is concerned) includes an EU-wide survey of public perceptions of urban transport policy. This report provides an overview of the results of Workpackage 3 of the study. This activity endeavours to provide a picture of how effective and successful the general public in urban areas of Europe perceive national policies and activities relating to urban transport to be, and where their concerns and priorities lie. This task comprised the definition of around eight indicators on public perception, covering aspects such as inputs, policy outputs and real outcomes. This report describes the interview questionnaire, including the process of devising it and the fieldwork process, and provides an analysis of the survey results.
