The Miami Metromover Vehicle Replacement: A Process Oriented Approach
The Miami-Dade Transit Metromover System was placed in service in 1986. After 20 years of successful service, Washington Group International, under contract to Miami-Dade Transit commenced an evaluation of the original fleet of twelve Phase I Metromover vehicles to determine whether they should be rehabilitated or replaced. The scope of the Washington Group project was to perform an Assessment of the original vehicles, develop a Concept Report that provided conclusions and recommendations regarding the replacement or rehabilitation of the vehicles, and prepare the necessary Contract Documents for the rehabilitation or replacement of the twelve vehicles. The purpose of this paper is to describe the Assessment process that was used to determine whether to rehabilitate or replace the Miami-Dade Metromover Phase 1 vehicles and to present the outcomes from that Assessment. The Metromover fleet Assessment commenced on November 17, 2003 and was performed using data gathered through January 17, 2004. The vehicle Assessment included a physical examination of two Metromover vehicles, interviews with key Metromover staff, and a review and an analysis of applicable Miami-Dade failure data and maintenance records. Findings resulting from the Assessment were documented and included photographs of the physical inspection findings, signed and dated interview forms, and published data report forms. An analysis of the collected findings was conducted and used to draw conclusions and to develop a recommendation as to whether to rehabilitate the vehicles and their subsystems or replace the existing Phase 1 vehicles with new vehicles. The resultant recommendation was to replace the original vehicles with new vehicles.
