PREPARING FOR DISASTERS : LIFELINE VULNERABILITIES IN EARTHQUAKE-PRONE AREAS
The Technical Council on Lifeline Earthquake Engineering (TCLEE) of the American Society of Civil Engineers was formed to provide engineers with the opportunity for documenting earthquake damage and incorporating the information into the planning, design, and operation of facilities. This article relates how members of the TCLEE have visited earthquake-damaged sites and have used their observations to provide practitioners with information for improving lifeline systems performance. A visit to a tsunami disaster site revealed significant damage to wastewater treatment and pumping stations, coastal roads, and damaged water mains and power facilities. The article then gives examples of three earthquake-damaged zones where municipalities have implemented recommendations for providing system redundancy and isolation, considered bypass and detour routes, and conducted earthquake vulnerability assessments.
