THE PARKING ATTENDANT - A FIRST LINE OF DEFENSE IN THE WAR ON TERROR : PART I: THE THREAT
This article describes the elements of preparedness that parking attendants should master to prevent or warn of terrorist attacks on parking structures. A prime example of the vulnerability of parking structures to terrorist attacks is the 1993 bombing of the World Trade Center, when a rental van packed with ammonium nitrate was parked and detonated, destroying a support column. Leading radical Islamic groups known to have terrorist networks are mentioned. Domestic groups to watch out for include street gangs with prison gang connections. The most likely form of attack is with conventional explosives, and the vehicle bomb is a common weapon. High-profile targets include government buildings, airports, major shopping mall and entertainment venues, financial centers, hospitals and religious sites. Vehicle bombs can either come in the form of vehicles that are parked and detonated or ones where the driver detonates the bomb while still in the vehicle. The article details a number of clues that would suggest extra vigilance. Chemical and biological weapons are also discussed, as are dirty bombs.
