L.A. Story: An Industry Model of Incremental BRT Development

With a revenue service opening of its Orange Line slated for August 2005, Los Angeles will become the first and only city to operate the gamut of bus rapid transit service types, and the event will mark a major turning point in its incremental BRT development program. This paper covers the details of this system, a 14-mile, $300 million dedicated “rubber-tired metro line” involving state-of-the-art vehicles, as well as its strategies for transit oriented development. In addition, the paper monitors the results achieved to date of its existing BRT lines, the much-vaunted Metro Rapid system, as well as the progress of the rest of the network, which is to be completed by 2008. Finally, the paper analyzes how other cities can emulate L.A.’s story, beginning with a low-cost, quick BRT launch that has been proven to have a significant impact on the modal split in the corridors served, progressing to the sophistication of higher end BRT approaches.
