Congestion Charging: Can it Work in Sao Paulo?

While cities all over Europe and America are discussing congestion charging, Sao Paulo may become the first major city in an emerging economy to replicate the success of London. Experience has shown that congestion charging is not only a way to reduce traffic congestion, but also a way to improve air quality, and raise needed revenue for investment in public transit and improved public space. Whether Sao Paulo will have the political courage to implement a congestion charging system will not be known until the next year, when the new mayor takes office.
