A technical review of the Colorado Department of Transportation's (CDOT's) pavement management activities was conducted by Applied Pavement Technology, Inc., a civil engineering firm that specializes in pavement management. The following observations were made during the study: Overall, CDOT's pavement management activities can be ranked among the top in the country. CDOT is a leader in the use of Remaining Service Life (RSL) concept for reporting network conditions. One of the most positive aspects of CDOT's pavement management activities is the degree to which pavement management information is integrated into the agency's decision-making process.
