IMPACT OF THE ROAD TRANSPORT DIRECTIVE: A SURVEY OF ROAD HAULIERS IN THE NETHERLANDS
The paper surveyed electronically the attitudes of road haulage firms registered in the Netherlands towards the Road Transport Directive (RTD) because of fears that temporary exemptions could induce more self employed drivers, threatening road safety and fair competition. The results indicated that limitations of night time working will incur externalities by concentrating operations on peak period, and network inefficiency will result from daytime congestion, vehicle omissions and accident risks, raising the direct and indirect costs of transportation.
