This article analyzes the details of the $284 billion TEA-21 reauthorization bill, which include small increases in 2006 highway and transit investment levels, up 5.5 percent when adjusted for inflation. The article breaks out individual allotments to modes such as mass transit, the Federal Aviation Administration and Amtrak. The article explains that the Bush Administrations budget is the first step in the funding process. Congress must work with the President on items such as SAFETEA funding recommendations and changes to the corporate taxes regarding gasohol fuel taxes.
