FUNDING SHORT FALL UNDERMINES NEW YORK'S MASSIVE TRANSIT PLAN
New York Citys East Side Access and Second Avenue subway projects remain in limbo due to lack of funding. This article describes the $5.4 billion shortfall for the projects and how it came about. The East Side Access project is discussed, with focus on the financial issues impacting construction. A look at the Second Avenue Subway project describes the standstill of the fourth attempt to make a subway that would run the length of Manhattan under Second Avenue. Part of a 1929 expansion masterplan, the project has been plagued with funding failures. Included in the article is a sidebar describing other allocations from the Federal Transit Administration, such as the Los Angeles Metro Gold Line Extension and the lack of any funding for AMTRAK in 2006.
