A PERSPECTIVE ON CYBERSECURITY RESEARCH IN THE UNITED STATES. IN: TERRORISM. REDUCING VULNERABILITIES AND IMPROVING RESPONSES. U.S.-RUSSIAN WORKSHOP PROCEEDINGS.
This chapter on cybersecurity research in the United States is from a book that gathers papers and proceedings from workshops held between 2001 and 2003 of meetings of the Russian Academy of Sciences (RAS) and the National Academies of Science (NAS, United States), focusing on reducing vulnerabilities and improving responses to terrorism. In this chapter the author offers a critique of the overall state of that research, noting that there is virtually no research base on which to build secure systems. Topics include assessing the vulnerability of the U.S. to cyberterrorism; the preparations in the military, the private sector, financial institutions, and other communities; and four critical needs to improve cybersecurity: the need for a new model to replace the perimeter defense model, the need for a new definition of cybersecurity, the need for an active defense, and the need for coordinated activities within cybercommunities, the legal system, and regulatory systems. The author concludes by noting that cyperspace protection is an issue that will force the rethinking of fundamental ideas about the role of government, the relationship between the public and private sectors, the balance between rights of privacy and public safety, and the definition of security.
