INCIDENT MANAGEMENT IN STREAMS

This paper describes the incident management facilities within STREAMS, the Intelligent Transport System developed by Queensland Main Roads. A multi-algorithm incident detection module is used for the automatic detection of incidents on freeways. The use of multiple algorithms makes it possible to reduce the false-alarm rate inherent in incident detection algorithms, by requiring detection by at least two different methods. An incident verification and logging module is used by operators to log details of incidents that occur on surface streets and also freeway incidents not detected by the algorithms. It is invoked automatically by the incident detection module whenever it makes a detection, allowing verification and logging of additional details. On completion of logging, the operator can choose to invoke an incident response module to activate the response plan that the system deems most appropriate, based on the details of the incident supplied during logging. The task of predefining response plans for the large number of incident situations that may arise has been simplified by employing generic response plans. These are designed in such a way that only one is required for each type of incident, and a single generic response plan can generate a large number of different actual response plans, each corresponding to a different set of incident details. As the incident response module has only been implemented for a short period, minimal performance data is available. However, initial experience indicates that it has led to more efficient response, which should result in a reduction in incident-induced congestion.
