INTEGRATED URBAN TRAFFIC MANAGEMENT
The objective of the report was to consider how individual traffic control measures in urban areas can be coordinated and integrated into an overall management system. A definition is given of Integrated Urban Traffic Management (IUTM). Individual traffic management elements are considered: time and place of generated traffic, choice of mode of travel, corridor surveillance and control of routes, use of streets (traffic cells, pedestrian precincts, one-way systems, bus lanes, reserved lanes, tidal flow), junction control, parking control, safety improvement measures, measures to reduce environmental nuisance, road pricing, route guidance. Stockholm, Reading, Besancon and Bremen are given as examples. The study ends with a description of the IMTM process: (1) problem diagnosis and description, (2) formulation of feasible actions which combine the appropriate elements of control, (3) prediction of consequences, (4) process of decision making among alternative courses of action, (5) implementation, and (6) measurements of consequences. /TRRL/
