CHINA'S CAPITAL INVESTMENT

Vehicle ownership in Beijing, China, is growing at 15% per year. A combination of measures is being introduced to manage traffic in the city. The Second and Third Ring Roads carry 47% of all Beijing traffic related to everyday congestion. The Fourth Ring Road is already complete and the Fifth is under construction. The ring roads consist of a core highway main road flanked on both sides by service roads for local traffic. Speed limits of 70 km/h are in place on all ring roads at all times. Heavy trucks are only allowed on the ring roads at night. A new Ring-Road Traffic Management system is under construction with modern fibre communications to variable message signs and CCTV cameras. Traffic detection stations are placed every 550 m. The factors considered when selecting detection technology were equipment reliability, measurement accuracy, procurement cost, maintenance and operation cost, traffic disruption during installation and maintenance, installation complexity, and cost of expansion with road reconstruction.
