REAL ISSUES AND SOLUTIONS TO REGIONAL SYSTEM PERFORMANCE MEASUREMENT

This paper suggests that an operations-based performance measurement approach is necessary for regional operations in the Phoenix metropolitan area, particularly in light of the Phoenix area's rapidly changing transportation network and the regional scope of special event management and emergency response. In a real-time operational performance measurement approach, performance measures are evaluated immediately after changes are made to the network. Based on this evaluation, changes are made to the network immediately, and performance measures are updated once new data is collected. To enhance system performance through operational improvements, it is necessary to apply a real-time operations-based performance measurement approach in the Phoenix metropolitan area.
