THE PROBLEM OF FUNDING TRANSIT

Careful analysis of the sources of funds and the justification for the various sources are urged. Whether the degree of social commission justifies the low-fare or no-fare financing arrangement for a transit authority is questioned, and the redistributive impacts of transit are discussed. The question of which levels of government are going to support public transportation is considered. Comments made by representatives from the Metropolitan Transportation Commission serving the nine counties of the San Francisco Bay area and the governors council on transportation (Richmond, Virginia) are presented.
