ESTABLISHING AND MONITORING OF PAVEMENT LOAD RESTRICTIONS IN THE PROVINCE OF BRITISH COLUMBIA
The paper reviews the Ministry of Transportation long standing technical evaluation program to establish spring pavement load restrictions to mitigate pavement structure damage during the traditional weak pavement period. The pavement load carrying capacity has been measured, historically, during the spring using Benkelman Beam rebound equipment. This equipment has been supplemented by the use of two Falling Weight Deflectometers since the early 1990s. Pavement deflection data is compared to frost depth information obtained by frost probes installed at critical locations throughout the province. Pilots are prepared comparing frost depth versus pavement surface deflections and pavement subgrade soils profiles to establish load restrictions amounting to 100, 70 or 50 percent of the regularly legally posted load limits depending on the classification of the roadways. Load restricted roadways are posted on a web site so that anyone can access this information.
