MANAGING THE URBAN TRANSPORTATION SYSTEM: THE NEED FOR A NEW OPERATING PARADIGM
This paper discusses the congestion crisis of our transportation system, and lists the factors that describe the crisis. Two of these factors are demand outpacing supply, and the demands of a changing economy.
