STATE AND LOCAL GOVERNMENT OWNERSHIP OF FREIGHT RAILROADS
Class I railroads in the U.S. carry over 90% of the nation's rail freight traffic and earn over 90% of the rail freight revenue. Even though major carriers dominate the landscape, small railroad lines have attracted substantial attention in recent years. Non-class I railroads may be small from a national standpoint, but may still provide services that are important for an individual state or locality. A recent major development in small railroads is the increasing number of lines that are owned by state or local governments. The aim of this study is to explore state-local ownership of freight railroads.
