THE BEST LAID PLANS... TELEMATICS FAILS TO GET WITH THE PROGRAM
The development of intelligent transport systems (ITS) has had a profound influence on the management of transport systems. ITS America has published a formal report, the 'National Intelligent Transportation Systems Program Plan: A Ten-Year Vision'. This paper outlines the report's main conclusions and discusses some of the report's shortcomings. The programme and research activities and their accompanying recommendations are grouped under two major themes: programmatic themes and enabling themes. The programmatic recommendations are discussed under four headings: an integrated network of transportation information; advanced crash avoidance technologies; automatic crash and incident detection, notification and response; and advanced transportation management. The enabling themes focus on customer service, reliability, security and performance, and a commitment to system management and operations. The report identifies 12 major stakeholder groups including government agencies and transport agencies, who should be enlisted in the realisation of the ITS plan. The plan lacks an implementation strategy and cost information and fails to recognise the growing role of telematics.
