ECONOMIC IMPLICATIONS OF A FREIGHT CAR RENTAL MARKET FOR SHIPPERS OF AGRICULTURAL PRODUCTS
This research seeks to estimate the net impact of a system of rail car rental charges on the total rail transport costs of shippers during both peak and off-peak periods of transport demand. If shipper transport costs are lower during peak periods under the proposed system of freight car rental markets than at present, clearly shippers will benefit. If peak costs exceed present levels, shippers may or may not be better off depending on the relationship of peak and off-peak charges to existing charges and the time pattern of shipper demand.
