FUNCTIONAL SPECIFICATIONS IN CONTRACTING
LES SPECIFICATIONS FONCTIONNELLES DANS LES MARCHES ROUTIERS
This article gives an overview of recent developments the Netherlands Public Works Department as presented to the Rijkwaterstaat on the subject of innovative contracting and the private sector. The policy line is that the road administration services should redefine their core business by being responsible for public decision making and intelligent procurement. The procurement policy must always be based on performance specification. This requires a balanced approach of partner selection, contract contents and contract enforcement, in which quality and costs are optimized.
