A state highway administrator's viewpoint on some problems of transportation research are presented, and issues raised in the state legislature are discussed. The motor fuel tax statute enacted in Washington state raised the tax from 9 cents per gallon to a percent of the total price excluding state and federal taxes. It is noted that policy makers should communicate to the public its responsibility for funding the transportation system. Significant concerns raised in the legislature could become the basis for research activities: the need for a defined energy conservation program; the development of a transportation policy; and the efficiency of the processes associated with the transportation program. Efforts by the state of Washington to respond to environmental concerns, and reduce personnel and increase efficiency are noted. The need for close coordination of transportation planning with land use planning is recognized, as well as the need for research on the effectiveness of public involvement schemes. The need is also indicated for research to identify new fields and for the monitoring of the effectiveness of research.
