INDUSTRY AND GOVERNMENT RESEARCH NEEDS--A CANADIAN PERSPECTIVE
The opinion is expressed that research should be left to corporations wherever there are adequate incentives, but there may be a number of situations in which adequate or effective research may not be carried out. This paper considers the nature of such situations and the remedies that seem most appropriate. Three kinds of situations in which governments may consider it appropriate to involve themselves in research are discussed. Canadian research priorities are discussed, and comments are made on the organizational approaches to directing the communal effort to achieve research objectives in Canada. It is noted that a closer liaison in railroad research between Canada and the U.S. will be necessary for the economic resurgence of railroading.
