ANSWER FOUND IN STABILIZATION FABRIC
Soil stabilization fabric is now installed as a matter of company policy whenever a Florida East Coast mainline grade crossing, railroad crossing, or turnout is replaced or rehabilitated. The material is also used at other locations where soft track has been or could be a problem, such as bridge approaches or pumping areas in open track. The material and installation procedures are described.
