SMART GROWTH TRANSPORTATION GUIDELINES

Smart Growth has been generating a lot of attention in recent years. Several definitions and interpretations of "smart growth" have been used. These range from limiting growth to preserving the environment to taking a more "intelligent" approach to planning and implementing growth. Most smart growth discussion has been directed toward land use and the environment, but many advocates also address symptoms of transportation, including congestion and modal choice. While there is concern about congestion and having a range of choices for travel, when it comes to providing guidance on actions to take to achieve the objectives of smart growth, most existing guidance is directed toward the planning process, land use, and environmental components. This paper provides beginning suggestions for smart growth transportation planning and design guidelines. The guidelines address the principal modes of transportation in smart growth: pedestrian, bicycle, transit, and roadway (including parking).
