HAPAS CERTIFICATES FOR PROCUREMENT OF THIN SURFACING
The Highway Authorities Product Approval Scheme (HAPAS) was set up in 1994 to permit innovative products to be placed on the market. The five stages of the product approval scheme are described: development of the guideline, type approval, product conformity, certification and installation. The certificate gives details of what has been approved and test results to illustrate product performance. Mandatory information for thin surfacing products includes laid thickness, texture depth, rut resistance, adhesion to the base and sensitivity to water. Optional information may be provided on binder properties, stiffness, fatigue and aged fatigue, noise reduction, hydraulic conductivity, skid resistance and surface regularity. Guidelines are given on the selection of classes.
