MODE CHOICE BEHAVIOR, TRAVEL MODE CHOICE MODELS AND VALUE OF TIME ESTIMATION. A LITERATURE REVIEW
Discrete choice analysis, based on random utility theory, has been used for thirty years in transport modelling and planning. It has been the basis for both travel demand models and for value of time estimation. However, critique is raised against this research for neglect of institutional and cognitive constraints that have strong influence on human behaviour. To evaluate this criticism, in this paper a review is given over research on decision-making and research using travel mode choice models. In research on decision-making it is found that the use of heuristics is likely in travel choice situations and that habit influence choice. It is also found that accounting for these types of behaviour in discrete choice models influence the results. Based on this review, two conclusions are drawn. First, modeling of the choice set formation (or individuals' framing of the decision problem) is a neglected area in discrete choice modelling of travel behaiour. Secondly, due to the lack of substitutability between modes, the use of travel mode choice models to obtain values of travel time savings is questioned irrespective of if RP or SP data is used. With the traditional specification of the indirect utility function, including only travel time and travel cost, it is uncertain how much the estimated value of time obtained from these models reflects comfort (and other) differences and how much is related to a willingness to pay to save travel time.
