CONCENTRATED TRAFFIC ENFORCEMENT PROGRAM--PARK RIDGE, ILLINOIS

A one year program of concentrated Traffic Enforcement initiated by Park Ridge, Illinois, Police Department in July 1976 failed to meet its primary objective of accident reduction along a segment of Oakton Street, from the Tri-State Tollway to Greenwood Avenue. (In fact, not only did the area share with the rest of the city an increase in the total number of accidents, but it saw an increase in personal injury accidents while the rest of the city underwent a decrease.) Among the contributing factors were: part-time rather than full-time supervision of officers involved in the project, the lack of training in traffic enforcement for the part-time officers, most of the enforcement being directed against violations which were probably not prime contributors to accident frequency, the choice of a street heavy with transient motorists unaffected by the local public information campaign, and the physical problems associated with traffic law enforcement at busy intersections.
