FROM POLICY MEASURES TO POLICY PACKAGES: A SPATIALLY, TEMPORALLY AND INSTITUTIONALLY DIFFERENTIATED APPROACH. IN: TRANSPORT AND ENVIRONMENT. IN SEARCH OF SUSTAINABLE SOLUTIONS
The objective of this paper is to propose an approach for combining policy measures into a coherent policy package, while taking into account the differences on issues, timing and spatial scale of the different measures, as well as the institutional aspects. This proposition is made on the basis of the Israeli case. However, its principles are likely to be applicable in other areas as well.
