PRIVATE AIRPORTS AND PUBLIC NEEDS: THERE IS A CONNECTING FLIGHT
Airports worldwide are trending toward privatization. Analysts see this phenomenon as ranging from the contracting-out of specific airport services, to the provision of long-term leases, and through to the full private ownership and operation of airport facilities. The economic analysis presented in this paper speculates on the full private ownership and operations aspect of privatization. However, the paper focuses on the specific case of airport privatization in the U.S., where both leasing and full private ownership are possible. An overview of the U.S. Airport Privatization Pilot Program is also given, including a brief examination of the privatization of Stewart International Airport in New Windsor, New York, and a discussion of the strengths and weaknesses of airport privatization in general.
