STUDY OF THE FEASIBILITY OF A REGIONAL RAILROAD SYSTEM FOR NORTHWEST PENNSYLVANIA
The impetus for this study is the concern for preservation of local railroad service in predominantly rural areas. The concept of an independent regional short-line railroad system was considered and thoroughly analyzed. The eight-county northwest Pennsylvania region was used as a basis for determination of the commercial and financial feasibility of an independent short-line system. Nine possible short-line railroad configurations were formulated and analyzed in terms of anticipated revenue, annual operating and non-operating expenses, and capital costs. The study also examined existing and potential sources of funding available through local, state, and Federal government programs, as well as various ownership alternatives for a short-line railroad system. The data sources and analytic procedures utilized are thoroughly documented so as to facilitate applications to other areas facing loss of railroad freight service.
