IRONDEQUOIT-WAYNE EXPRESSWAY: BEFORE-AFTER STUDY, DESIGN REPORT
A design is presented for a before-after study to determine the significance of changes in travel induced by the recent opening of a section of the Irondequoit-Wayne Expressway, northeast of Rochester, New York. The design proposes paneling a 1974 survey of residents in a "test" area influenced by the expressway. Comparisons would be made with a parallel panel of residents in a control area to determine the expressway's impact on travel. The design further suggests that this impact will be very small, primarily on route choice, but panel statistics are a more efficient method of detecing them than are simple random sample statistics. /Author/
