THE VALIDATION OF THE CENSUS UTP PACKAGE FOR PLANNING USES--BUFFALO SMSA DATA
This report documents the procedures and results concerning the first phase of the 1970 Census UTP Package study. The Buffalo package was chosen for analysis. However, it is intended that inferences concerning the validity and applications of other upstate New York packages can be drawn from this analysis. The various socio-economic characteristics (e.g. population, households, income, auto ownership) and work trip information contained in this package was compared internally and/or externally with other available data sources such as other census publications and New York State Department of Motor Vehicles information. Results of the internal comparisons indicate that the factor weighting procedures used for the Census UTP Package affect data accuracy for zones with a small population size. The extent of this effect is the greatest for the population and household information, followed by the income and auto ownership information, in that order. However, the overall quality of this information appears plausible for a wide range of transportation planning applications. The internal comparison of the work trips to CBD and the external comparison of the auto ownership information both yield favorable results. Based on the analysis results, this report also discusses a number of transportation planning contexts in which the package information may become useful. Finally, recommendations are made as to the desired improvements of such packages in the future. /Author/
