PUBLIC-PRIVATE PARTNERSHIP IN PARKING : THE MANCHESTER EXPERIENCE
The city of Manchester, U.K., is the site of a joint venture, public private partnership for parking facilities. An agreement between the Manchester City Council and National Car Parks (NCP) in 1999 included such key elements as: a shareholder agreement, pricing policy principles, a loan agreement, occupational leases, and a management agreement. The joint venture resulted in NCP Manchester Ltd., the third largest Car Park operator in the U.K. with 52 parking facilities and a turnover of $20,000,000. Benefits of the joint venture include: reduction in parking facilities crime from a new security initiative; new control equipment leading to faster payment methods and features such as credit and debit cards; and, new access and egress ramps resulting in traffic flow improvement.
