LET'S NOT TURN BACK THE CLOCK ON 2182KHZ

The Federal Communications Commission issued a Notice of Proposal Rule Making in Docket No. 21089 on February 4, 1977. On first reading the proposals concerning A3 operation on 2182KHz seems innocuous enough, reaffirming the well known fact that in a distress situation any means of summoning aid can be used. However, the implications for confusion in the general public and further procrastination in implementing a better International Safety Communications System are very disturbing. For several technical and operational reasons 2182KHz is not working properly as a medium distance, International Safety and Distress channel. These reasons are explored in some detail in the paper. The paper concludes by suggesting that the effectiveness of Safety and Distress communications would be enhanced materially if the FCC and the International Community would not only authorize but encourage A3J operation on 2182KHz.
