TOLL ROADS IN 20 COUNTRIES

Replies to questionnaires sent out by the International Road Federation and the Swedish Road Federation show that tolls are levied in France, Greece, Italy, Yugoslavia, Norway, Portugal, Spain, Austria, Australia, Brazil, Canada, the Philippines, Puerto Rico, South Korea and the USA, and toll bridges and tunnels are used in the UK, Holland, Hong Kong, New Zealand and Turkey. Some countries, notably the USA, France, Italy and Japan have extensive toll road networks while in others the extent of the system is very small. Several countries, notably France and Japan, have plans for extensive construction, but owing to present economic conditions plans have been shelved. Some countries state that traffic volume must be 20000/day before it is economical for a private company to build and run a toll road. In some countries the state provides capital for construction and the toll company runs the road, while in others the situation is the reverse. Charges may be dependent on length driven, or may be fixed. There are also plans for a prepayment system which may also partly be used to finance general road construction. The system is very flexible and exhibits great variations as to administration, finance, maintenance, traffic flows and toll collection. /TRRL/
